First Time Voters

In addition to the 9th District Congressional election, there are THREE constitutional amendments on the November 2, 2010 ballot. Download a sample ballot.

First-time voters who registered by mail will be required to show a valid photo ID or other document (utility bill, bank statement, government check, paycheck, or government document) with name and current residence before voting.

How to Register to Vote

To Register to Vote in Virginia, a Person Must

Consult the Secretary of the Commonwealth's web site for information on restoration of civil rights or contact Virginia Cares at New River Community Action, 382-6186.

The State Board of Elections has approved new voter residency rules that state that residency "shall broadly be construed to provide the greatest opportunity to register and vote." Under the rules, "a college student does not need specific intent to stay in the college jurisdiction beyond graduation." The rules are not official until after Justice Department approval, but they may be used as guidelines for local registrars. The rules are on the State Board of Elections web site.

The Registrar will send a Voter Card showing the correct place for voting. Contact the Registrar in the County or City where you registered if the card is not received.

Absentee Voting

Deadlines for absentee voting vary depending on the election date. Check the Voter Registrar's web site, or call (540) 382-5741 for information about upcoming elections.

Persons Who May Vote Absentee

Students and their spouses who are at school in another jurisdiction; persons away for business or personal reasons; long-distance commuters away during voting hours; persons who have a religious obligation; persons disabled, ill or pregnant or their principal caregivers; persons registered in Virginia who live outside the U. S. or are on active military service; persons (except convicted felons) in a penal institution; Electoral Board members and election officials.

Late absentee voting, up to 2:00 p.m. the Monday before the election, is permitted for those recently hospitalized and persons with certain other emergencies. An application may be delivered by a designated representative, who must be at least 18. Instructions and the deadline for return are provided with the application and ballot. Absentee Voting by Mail

Applications for an absentee ballot are available by mail or phone or email from the Registrar, or at the Board of Elections web site. The form has instructions and addresses of Virginia Registrars.

The office will send you a ballot. Mail the marked ballot to the Registrar’s Office allowing ample time to arrive not later than Election Day. A ballot which has been mailed to you must be returned by mail.

Absentee Voting in Person
